The Spanish National Hydrogen Centre (CNH2) served as the venue for the presentation of the Conceptual Public Participation Plan (PCPP) for Spain\u2019s Hydrogen Backbone, an event organised by Enag\u00e1s.<\/p>\n

The institutional event was attended by the President of Castilla-La Mancha, Emiliano Garc\u00eda-Page; the Undersecretary for the Ecological Transition and the Demographic Challenge, Miguel Gonz\u00e1lez Suela; the Government Delegate in Castilla-La Mancha, Milagros Tol\u00f3n; the Regional Minister for Sustainable Development, Mercedes G\u00f3mez; and the Mayor of Puertollano, Miguel \u00c1ngel Ruiz.<\/p>\n

Following a welcome by CNH2\u2019s Director General, Emilio Nieto, Enag\u00e1s CEO Arturo Gonzalo introduced what is considered the most extensive public participation plan (PPP) of its kind ever launched in Spain, covering 13 autonomous communities and more than 550 municipalities.<\/p>\n

Gonzalo emphasised that this Conceptual Plan represents \u201ca key participatory process to give voice to citizens and institutions in a nation-wide project that will drive economic and social development from the regions, while promoting a more autonomous, competitive and cleaner energy model.\u201d<\/p>\n

The outcomes of this plan will be compiled in a final results report, reflecting the input not only of citizens but also of numerous public administrations, organisations, and associations. According to Enag\u00e1s, the objective is to gather the views of stakeholders regarding the future hydrogen network, ensuring socially and environmentally responsible actions.<\/p>\n

Key speeches by Gonz\u00e1lez Suela, Tol\u00f3n, and G\u00f3mez highlighted Puertollano\u2019s international relevance in green hydrogen production and distribution. G\u00f3mez referred to the initiative as \u201ca historic milestone for the region\u2019s industrial sector,\u201d especially in terms of the decarbonisation it represents.<\/p>\n

President Garc\u00eda-Page underscored the strategic importance of the initiative, stating at the close of the event that \u201cSpain is a pioneer and driving force behind the renewable hydrogen network, and Europe is fully aligned with this vision.\u201d<\/p>\n

An 18-Month Rollout of the PPP<\/strong><\/p>\n

Enag\u00e1s has set an 18-month timeline to carry out the participatory process, with Castilla-La Mancha being the first region to host these public sessions. The regional meetings will run until June and will take place in municipalities including Guadalmez, Chill\u00f3n, Almad\u00e9n, Saceruela, Cabezarados, Aben\u00f3jar, Villamayor de Calatrava, Almod\u00f3var del Campo, Argamasilla de Calatrava, Brazatortas, Alamillo, Almadenejos, and Puertollano (with sessions in Puertollano scheduled for May 30 and June 2).<\/p>\n

This territorial rollout will be accompanied by the development of engineering studies to align with the project\u2019s timeline. As reported by Enag\u00e1s, the future network\u2014also including associated hydrogen storage\u2014has secured \u20ac40.2 million in funding, while the H2med initiative, encompassing interconnections with France (BarMar) and Portugal (CelZa), has received \u20ac35.5 million.<\/p>\n

Development of Spain\u2019s Hydrogen Backbone<\/strong><\/p>\n

The deployment of the initial axes of the Spanish Hydrogen Backbone foresees the construction of approximately 2,600 kilometres of underground hydrogen pipelines, both newly built and adapted from existing infrastructure. The network is structured into 15 sections across five major territorial corridors:<\/p>\n
